Son of William Urquhart Arbuthnot (grandson of Sir William Arbuthnot, 1st Baronet) and Eliza Jane, née Taylor. Nephew of William H Spottiswoode.
Member of the Madras Legislative Council 1891-1892. Reginald worked at Arbuthnot & Co.
